Five years after Patricia Joseph was murdered, former Siskiyou County resident Phillip Frase is being charged with that murder – as well as a related charge of kidnapping.
According to an Siskiyou County Sheriff’s Office press release, Joseph, a Fort Jones resident at the time, was reported missing by family members on July 16, 2005. Her body was found floating in the Klamath River on July 18, 2005.
An autopsy performed in 2005 ruled the death a homicide as a result of multiple blunt force trauma and asphyxia, according to the release.
The Siskiyou County Sheriff’s Department issued an arrest warrant Dec. 9 for 62-year-old Phillip William Frase, who is being charged with her kidnap and murder.
Investigators have received new information in recent months that led to the identification of Frase as a suspect, the release said.
Detective-Supervisor Nathan Mendes of the SCSO said the new information includes statements from witnesses who had not come forward when investigators were doing their initial questioning.
According to the release, there wasn’t enough evidence at the time to positively identify a killer or make an arrest.
But the recent statements corroborated previously made statements and were consistent with existing evidence, Mendes said.
In addition, the SCSO has received lab results in recent months that link Frase to the crime. Mendes said it isn’t surprising that the results took a while because of the large amount of physical evidence, the fact that a lot of the work was done microscopically, and the backlog at the state and local level.
“This case had an immense amount of evidence, and with the number of other homicides we’ve had since then, it was just destined to take this long, unfortunately,” Mendes said.
Frase is currently being held for an unrelated murder in Mendocino County. He was arrested Feb. 2 and is being held on $500,000 bail.
According to the Santa Rosa Press Democrat, Frase is charged with killing Steven Richard Schmidt, 49, who had been living in a motor home on Frase’s Laytonville property and was his marijuana cultivation helper.
Testimony at a preliminary hearing indicated Schmidt died from being struck in the head with a lead pipe, the Press Democrat reported. His body was allegedly dragged by the neck to a wooded area on Frase’s property, where it was found tied to a tree and hidden under branches.
Schmidt was reported missing by friends, who became suspicious in late January when they saw Frase driving Schmidt’s motor home off his property while wearing rubber gloves, according to testimony at the hearing.
Testimony at the preliminary hearing indicated the two men had fought either over money or marijuana, the Press Democrat reported.
Frase will appear in Mendocino County Court on Dec. 21 at 1:30 p.m. for felony pre-trial on that case, according to the Mendocino County District Attorney’s office.
He awaits trial, which is set to commence May 17, in Mendocino County and then will be extradited to Siskiyou County.
Mendes said there is no indication that the murders are linked. The SCSO periodically tracks suspects, and while doing some checking on Frase, found out about his Mendocino County case.
In the SCSO release, Siskiyou County Sheriff Rick Riggins praised the constant work of the Criminal Investigations Bureau on this case.
“I am very proud of the staff that has worked on this case as well as other homicide cases,” he said. “These detectives have dedicated time and energy and sacrificed time with their own families to bring this case to a close and find justice for Patricia Joseph.”
